Statement in relation to the PFI arrangements at the Cumberland Infirmary, Carlisle
In line with our Board strategy and sustainability plan, and through the development and approval of a robust business case, the Trust has successfully demonstrated to stakeholders, including NHSE, DHSC and HM Treasury, that a no-fault voluntary termination of the PFI contract will provide value for money.
As a result, NCIC served notice on 31st December 2025 to Health Management (Carlisle) Limited to voluntary terminate the Cumberland Infirmary Carlisle PFI project agreement. The termination will be effective from 31 March 2026.
The Trust is working with Health Management (Carlisle) Limited and its primary sub-contractor Mitie to deliver an orderly and safe transition of services that maintains quality and safety of soft and hard facilities management services provided at Cumberland Infirmary Carlisle.
We are conscious that staff working on this contract will be concerned about the potential implications. Commercial conversations are ongoing, but the Trust, together with Health Management (Carlisle) Limited and Mitie, are working together to facilitate the safe and orderly transition of all staff and services. The Trust will provide further update during the period to 31st March 2026.
This development is a strong example of what can be achieved through system wide collaboration between the Trust, North East and North Cumbria ICB and NHS England.
